Our staff consists of professionals with significant experience as well as specialized skills in working with individuals who have disabilities. Additionally, the majority of our staff are persons with disabilities.

  • Lynn Jarman-Executive Director

    Came to LINC Inc with 19 years experience working for a statewide private child welfare agency in Illinois. In that role, she had the opportunity to work with many families where disabilities had led to negative outcomes simply because resources and knowledge were lacking. Lynn also had the opportunity to be involved in family systems where independence, self reliance and self advocacy had led to very positive outcomes. “The difference was so remarkable and life changing for the families that upheld the principles of the Independent Living Movement. I look forward to working together with all of you in the future and in carrying forward the mission and vision of LINC”.

    I grew up in a family where disabilities were an everyday part of life and have raised two children with disabilities to
    adulthood. I know we are neither limited nor broken; we are neither helpless nor hopeless; we are neither uncertain nor shackled. We are who we are, each seeking to reach his or her maximum potential and together our voices are strong, our determination is steadfast and our votes are many.

  • Lynn Hatfield  Program Director

    I have enjoyed a career in direct services to people with disabilities for the past 15 years. It began with providing personal assistant services to people with disabilities which led to my achievement of a degree in nursing from Lewis & Clark Community College in Godfrey, Illinois in 1992.

    I enjoy my present position as Dir. of Consumer & Volunteer Services at LINC, Inc. where I have been employed since November of 1998. I supervise LINC’s direct service staff as they provide a variety of services to people with disabilities and their families in St. Clair, Monroe and Randolph Counties in Illinois.

    I am specifically experienced in advocacy on disability related issues, navigating the Social Security, Medicaid and Medicare Systems as well as Medicare D and technical assistance regarding the Americans with Disabilities Act.

    I am presently taking American Sign Language classes at Southwestern Illinois College and plan to obtain an associates degree in Sign Language Interpreting.

  • Tamara Stancil - Home Services Coordinator Coordinator

    32 years of age, and mother to 7 ½ year old daughter  Ja’la.
    Tamara is currently  working on her bachelor’s degree in Social Work. At the beginning of her experience with LINC Inc., she started  out as  the PA Coordinator , she then worked  as the ADRC (Aging and Disability Resource Specialist). Presently, Tamara is working as the Home Services Coordinator.

    Achievements:  Little Miss Sunshine Award. (“A fun type of Award “).

  • Jon Douglas-Independent Living Advocate 

    Paraplegic since birth, (Spinal-Bifida). Born and raised in  Marissa IL. of parents, Jack Douglas and Sandy Raban. Jon is the oldest child of three siblings. 1 sister and a ½ sister, he has no brothers.

    Jon currently live in Swansea IL. He graduated from Marissa High School in 1978, Belleville Area College with an AA degree, 1982 and  SIUE with a Bachelors of Science Degree in Psychology, 1984 Jon is not married and he has no children.


    Work History: LINC INC 2005 –  present, Park Haven Care Center 2001-2005, Specialized Living Center-1992-2001
    Jon likes to read.  He enjoys motor sports, and love animals.

  • Mark Jodlowski-Deaf & Hard of Hearing Advocate

    Mark Jodlowski, deaf Nebraskan native and raised in St. Louis, Deaf &Hard of Hearing Specialist and Advocate, Graphic artist and teacher. Graduated and earned BA in Art Studio at the SIUE.  He worked with Nebraska Commission for the Deaf and Hard of Hearing in Omaha. Mark and his family relocated to St. Louis 10 years ago, He has been teaching ASL at SWIC in almost ten years. He has three sons, 2 who are hard of hearing and one who is hearing. My older son is currently attending at the Rochester Institutes of Technology in Rochester, NY. Mark’s hobbies are travel, reading and art.

  • Sandra Payan - Resource Management Supervisor

    Born in Sikeston, MO. and raised in St. Louis, MO before moving to Illinois 11 years ago. Has now consider Illinois her home.

    I love the big city closeness with the small town feel. I am single and have 2 grown daughters and 3 grandchildren, 1 boy – 16 yrs old and 2 girls ages 10 and 5. The field of disability has been a passion of mine since graduating college and I have worked in this field for the last 16 years. I am a member of COCMA – (Continuum of Care Marketing Associates), a member of the Aging Pioneer Network, Board member of EHOC (Equal Housing Opportunity Council), a past advisory council member for the Land of Lincoln Ombudsman program, a W.R.A.P. facilitator – Wellness Recovery Action Plan for persons with a mental illness and a past State of Illinois Certified Recovery Support Specialist (CRSS) for persons with a mental illness.

    I was an advocate for persons with an intellectual disability for 8 years and moved on to become an Activity Director and finally found my calling at LINC, Inc. 6 1/2 years ago.  My new job title is Resource Management Supervisor. My job duties include but of course are not limited to marketing, answering phones and fielding questions when consumers call, assisting our Assistive Technology trainer with certain aspects of her job, Home Modification’s, and ATS Liaison.  I am the past Community Reintegration Advocate and in this capacity I worked with persons with all types of disabilities. My job specifically is called the Reintegration Program.
